PARINGIN,RB-Dinas Kominfo Informatika dan Persandian (Diskominfosan) Kabupaten Balangan, menyusun rancangan inovasi terkait sistem pemerintahan berbasis elektronik (SPBE). Dalam pelatihan kepemimpinan nasional tingkat II angkatan XXVII tahun 2022, Senin (12/5/2022).
Proyek perubahan yang diangkat yaitu strategi peningkatan nilai indeks Sistem Pemerintahan Berbasis Elektronik (SPBE), melalui pembuatan arsitektur SPBE Balangan (Arsipbel) pada Diskominfosan Kabupaten Balangan.
“Pemilihan tema tersebut, sekaligus mewujudkan adanya amanat dari Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi, mengenai implementasi SPBE kepada seluruh instansi pemerintah pusat dan pemerintah daerah (IPPD),”ujar Kepala Diskominfosan Balangan M Noor.
SPBE, jelasnya adalah penyelenggaraan pemerintahan yang memanfaatkan teknologi informasi dan komunikasi untuk memberikan layanan kepada Pengguna SPBE (masyarakat dan swasta).
Dengan adanya SPBE ini, ditujukan untuk mewujudkan tata kelola pemerintahan yang bersih, efektif, transparan, dan akuntabel serta pelayanan publik yang berkualitas dan terpercaya.
“Tata kelola dan manajemen sistem pemerintahan berbasis elektronik juga diperlukan untuk meningkatkan keterpaduan dan efisiensi SPBE,” ucapnya.
Implementasi SPBE, dievaluasi oleh evaluator dari Kemenpan-RB setiap tahunnya dengan tujuan untuk memastikan terhindar dari implementasi SPBE.
Dalam menyikapi amanat SPBE ini, Pemerintah Kabupaten Balangan berinisiatif untuk mengimplementasikan SPBE dengan semangat continuous improvement.
Dijelaskannya, salah satu tahapan yang dilakukan yaitu dengan menyusun kajian Arsitektur SPBE. Tujuan dari penyusunan kajian perencanaan ini adalah sebagai pedoman bagi Pemerintah Kabupaten Balangan dalam mengimplementasikan SPBE, agar dalam pelaksanaannya seluruh instansi internal yang terlibat dapat saling bersinergi.
“Selain itu juga dengan adanya perencanaan ini diharapkan dapat meningkatkan penilaian indeks SPBE secara bertahap,” lanjutnya.
Strategi yang digunakan Pemerintah Kabupaten Balangan dalam menyusun Arsitektur dan peta rencana ini agar dapat meningkatkan indeks SPBE, antara lain dengan berpedoman pada Perpres 95/2018 dan mengikuti Visi, Misi, Tujuan & Strategi SPBE Nasional serta berpedoman pada Arsitektur SPBE Nasional.
Alasan utamanya, lanjut dia, nilai SPBE Balangan terendah di Kalsel dengan nilai 1,77 dan predikat kurang. “Semoga dengan adanya beberapa langkah yang akan dilakukan ini, dapat mendongkrak nilai dari SPBE Balangan,”pungkasnya.(Arbt).
